Comparing VPS deals from rockhoster.com (https://rockhoster.com/linux/) and legionbox.com (https://legionbox.com/virtual-servers/), which account is the best for hosting a forum? Any ideas?

Pretty good VPS hosting solutions (OpenVZ & KVM) offered by hostnamaste.com team.
It has done a great job at evaluating the competition and narrowing it down to a handful of highly qualified services.

Use VPS accounts from a reliable provider - hostingsource.com.
