Title: Stable KVM VPS for MyBB Community?

Hi all, I’m hosting a MyBB forum and need a stable KVM-based VPS with guaranteed resources.
Looking for 2 vCPU, 4GB RAM, SSD storage, and decent uptime. Budget is about $20/month.
Eastern Europe or Germany location would be ideal. Is Netshop-isp.com.cy hosting reliable? Other hosts?
Reliability is more important than raw performance.
