Is 4goodhosting.com the best Canadian hosting provider?
Are there better deals elsewhere?

I suppose that location is not really important. I'd say thcservers.com is the best host which plans are featured and low-cost. They are providing stable servers and 24/7 available support.

Take a look at crookservers.com (http://crookservers.com/) - they offer nice servers in Canada.

IMHO, rightservers.com (http://rightservers.com/) will meet your expectations on the most favorable terms.
Support is usually great, my only complain being that the original average support response time of 14 minutes is now more like 3-4 hours. This is to be expected with the kind of growth they've experienced, however.
They are offering nice cloud hosting deals at good rates.
