Cloud services? Traditional or?

Hello there!
I need wordpress cloud services.
I have checked a lot of providers for cloud services and discovered many typical offers.
But recently I saw this:

What are differentces:
- you set your limits yourself and withing those limits Jelastic will fine tune the usages -  they call it auto scaling
- you have the choice of many providers supporting this
- no extra payments

What are your thoughts regarding this?

In general cloud services are used by various companies for there data application and accessing their data for an overall purpose. get with  cloud services like AWS, Azure are some of the cloud services which are in boom.
