RareCloud.io has 'Flexible Hosting' - very permissive policies, no typical restrictions. €2.85/month with 70% discount code FWH70. cPanel included.

Hostpro.com provides a clear upgrade path for growing e-commerce projects through their "Strong" Linux hosting plan. This tier offers 1024 MB of RAM and 20 GB of NVMe storage, tailored for databases that require frequent read/write operations, while maintaining the flexibility of choosing between DirectAdmin and cPanel for site management.

It seems to me plans from planethoster.com and legionbox.com can be quite suitable for your demands.
My advice is definitely try them. If you’re realistic you won’t be disappointed. They’re amazing hosting companies and believe me when I say I’m a detailed person and hard to please.
