You can’t expect an uptime rate of 100%. No web host will promise you that, and if they do run in the other direction because they aren’t being honest with you. In the long term, zero downtime is impossible. You can come close to zero unplanned downtime, but there will be times when unplanned downtime is inevitable and there will be times when you need to take your site offline to perform maintenance and upgrades.

Most companies strive for 99.9 percent uptime. That equates to 8 hours and 45 minutes of website downtime per year, but by putting certain practices into place you may actually be able to achieve 99.99 percent uptime, which equates to less than an hour of downtime each year.O

I would say website downtime is not acceptable. Website downtime could be caused by a myriad of reasons, some of which are:
Hardware failure
Hosting issues
High traffic to your web server
DDoS attacks
DNS issues
You might have to use a reliable hosting provider as well as a website monitoring service to complete your website hosting experience. The monitoring service will give you performance trends over a period of time and will also alert you incase your website faces a downtime.
Given that it is rare that a customer will point out and raise a complaint that your site is down, it would take days before you notice the downtime. This is why it is insisted to have a monitoring service in place.
